feat: add publish-app skill; rename dev-app to app-dev

- publish-app: convert/add Gitea Actions deploy job to publish TickShield
  apps to the marketplace via aigrego-release (Go static binary) —
  --store auto-publish + --wait review gate; local-first CLI fetch
  (ensure-cli.sh) with minIO platform-matrix download + sha256 verify;
  workflow template and 12-item check script
- rename dev-app to app-dev per app-centric naming convention (no
  tickshield- prefix), documented in AGENTS.md and README
- app-dev boundary routes CI publish workflow work to publish-app;
  both skills are project-level installs only

+## Skill 命名规范
+
+TickShield 平台应用生态类 skill 以 `app` 为核心词命名、不带 `tickshield-` 平台前缀（平台归属由 SKILL.md 的 description 表达）：
+
+- `app-dev` — 按平台契约开发/审查/手工发布生态应用
+- `publish-app` — 改造/新建 Gitea Actions 工作流，把部署 job 改为发布上架到应用市场
+
+新增同族 skill 照此风格命名（`<动作>-app` 或 `app-<领域>`），并在 README.md 的 Skills 列表登记。

+## 仓库与安装副本
+
+本仓库是分发源（用户经 `npx skills add gitea@livebook:images/skills.git` 安装，默认项目级）。
+
+- `app-dev`、`publish-app`：**只装项目级**（目标项目的 `.agents/skills/`），不在 `~/.agents/skills/` 维护全局副本
+- 其余 skill（gitea-actions、push-and-report、runtime-image、skill-forge 等）：本机 `~/.agents/skills/<name>/` 有用户级副本，改动后两处同步
